Lines can be long at lunch and dinner times but the tacones are worth the wait. Sea-side ambiance can't be beat. Go stroll around the inner harbour and the parliament buildings before or after.

It's a bit of a jaunt outside the city center, you'll get a nice pan-vista of the inner harbour as you cross over to the best bakery in Victoria

It's not specifically the restaurant but walking out to the breakwater that I would recommend here. You can get a glimpse of sea otters if you're lucky! The view is spectacular

A bit spendy, but the atmosphere and pasta are among my favorite in town. The 'marco pollo' is heavenly. If you can go at lunch they offer an abbreviated menu for almost 1/2 of the dinner price

I'm not a huge fan of their beer but the ambiance is cute. I like to sit out on the greenhouse/patio for people watching. They have cover bands nearly every night and the dance floor is often full.
