Throughout the year, the bar is a meeting spot for locals as well as visitors, and the atmosphere is luxurious without being intimidating or pretentious. You won't have the best cocktail-downtown is the place for that-but you will enjoy an amazing view from the top of Hilton hotel in 25min walk (not that far to return on foot if you had enough)
