Very nice small garden(by donation) the tea house serves high tea(amazing gluten free selection). Needs reservations.

Such a cool garden with an amazing story. Not as touristy as Butchart Gardens, and a great spot to have a tea.

Lovely mini Butchart gardens. Roam the gardens and then have a spot of tea in the restaurant. Watch for the turtles! Admission by donation.

If you're looking for a high tea experience and you don't want to spend big $$ at the Empress Hotel - head up to Abkhazi Gardens. It's not downtown, but it's lovely.
